The "cable" is multiple sections. Which section do you suspect has stretched?
I use my E-brake every day, several times most days, and it's parked, engaged. It's not stretched that I can tell, and I've never had to adjust it. It works the same, and is equally effective, as it was 22 years ago. The cable is "repositioned" to accommodate larger tires, where it passes behind the L/F wheel. I don't know of any GMT-800 E-brake cables that have needed replacement, short of collision or off-road damage. I can't say that for previous model years, and have heard nothing about later years.
