    Default Heads up for California Diesel owners

    Friends,

    I've been away from the Diesel Page for a long time, tied up in another project (hybrid vehicle training program development) but something new is on the horizon that I thought might be worth mentioning here.

    California begins a light vehicle diesel inspection program on Jan 1st, 2010. All diesel powered vehicles 1998 and newer up to 14000 lbs will have to be inspected in three areas: Diesel smoke at 2-3k rpm (subjective eye-balls only test), visual inspection for non-approved aftermarket devices, and an OBD2 test.

    Things are being hammered out right now by the CARB (California Air Resources Board) and there is still plenty of grey area. For example, while removal of the CAT is plainly a modification and will constitute a failure, what about a 4" exhaust, cat back? Or how about an aftermarket air filter and cold air inlet? Plug in programmers like Edge, Banks, Bully Dog, and Hypertech are specifically pointed out in the CARB material as being non-approved modifications that must be failed. Downloaders that allow for the removal of the program will obviously be impossible to detect.

    Time will tell how this all works out. Some manufacturers, like Banks for example whose headquarters are in California, are working on getting EO numbers that will allow for installation without consequence. I don't know what the rest are doing, but I expect there will be serious consequences for the sale of performance diesel products in California.

    I thought a heads-up here wouldn't hurt. I own a smog station and also sell performance diesel, so I'm going to have a problem figuring out how to correct this issue.

    Thanks for the post.

    It'll be interesting to see how long it takes for the trucking industry to abandon CA.... and rail, manufacturing, and the auto industry, and.....

    i hate this state....i have a small buisness and its tough to make a living here.
    everytime i turn around theres some looser holding his hand out for some tax..

    we have more than our share of liberal socialistic frog kissing sandle wearing sob's running the state into the ground.

    im only 30 miles from nevada...but then they have harry reidless..

    I've been watching this since the proposal hit the senate floor. The new rules are progressive, beginning in 2010, so it won't effect everyone at once. The other thing with it is, EVERY proposed rule change is "contingent upon funding". So far, it has not been funded (it was "general funded", but all general funding has been pulled). And for the next 5-10 years, there are very few "programs" that can or will be funded. This program change is not self-supporting (an albatross), so getting a billion dollars for the start up isn't happening, just yet. CARB is one of many CA agencies on the chopping block (Yeah....a real heartbreaker). However, not many changes will be felt in the inner-city areas. They're already years deep in local commercial regulation.

    Anyway, it sucks no matter how you slice it.

    Most programs like this are funded by raising direct & indirect taxes on those who are being regulated..... i.e. higher diesel fuel taxes, registration fee increases, transport fee increases, business license fee increases, and so on.... All consumers are directly or indirectly affected by the increased costs - even the guy who only rides a bike.

    No doubt. But, I'm trying to be optimistic, Diesel speaking. The state can't pay its employees (my wife is one), but not much funding was stopped from the special interest programs. New taxes and old have been earmarked just for survival of the state, and the budget is still in the red. SF is the hole in the boat, and Sacramento isn't interested in plugging it. The area I live in is one of the last to be absorbed by the new reg's, but it will eventually get here. Hopefully, CARB will be dissolved, reverting to Federal standards. One can only hope. In the end, it will be the commercial market mostly effected, but that effects all of us.

    And, we even have disposal fees for bicycle tires. I thought about burning a few tires for Earth-Day, but decided I'd better save them. I may need them later for heat, with all this global warming, and all. Oh, well. The tree huggers have no idea what will happen when the masses switch to survival mode. I have a pretty good idea.

    I'm starting to think that perhaps citizens in CA should overthrow their state Government... They may also get some help from neighboring states, or from far off (Texas) .

    the biggest problem Ca has is that we are filled with fruits and nuts!> leaving the few of us left to deal with idiots all around us. Between the State senate and the idiot Govenator, we are surrounded by tree huggers and lunnes!..can we arrange Dianna F and BArbara B, along with Arnie and Princes Pinochiolosie to be in the same spot when some nutball illegal or islamo terrorist could blow his ass up with all of them watching and wooring about his "feelings".........maybe al Gore could fly in and jpoin them....geeze.........I have moved much of My business operations to NV...and some in Or,.......now if we can get Harry Reed to dissapear too.........as far as the diesel emmitions thing ,,,,,we have a 1996 Kenworth race car transporter rig, and by moving the ownership to a one rig terminal operation , we have gotten a automatic extension to 2012...and since the Bit and other "inspections" are not sound and consistent, there will be delays....it will start and be a useless process to pay the fee and get the cert and do little else for a few more years........

    The PEOPLES REPUBLIC OF MARYLAND is talking about doing all trucks, under and over 26,000 lbs. and all motorcycles and maybe even Historic Vehicles like Hot Rods. Any mod whatsover will cause them to fail the vehicle even an extension on the exhaust like a chrome tip will have to be removed when getting an EP inspec. I was told this last week while I was going back for a retest on my wifes Z3 beamer. Which didn't fail but they wouldn't pass it until we drove it 200 more miles since repairing/replacing two O2 sensors. Go figure! It is about revenue!
