Question '99 GMC K2500 sub AC issue

When i put the selector switch for the AC on vent or bilevel, it is blowing like crazy, but no air from dash, and only from floor on bilevel....any ideas? Vacuum issue?

There's no vacuum actuators anymore. There are small electric motors, and they do go bad. Cost about $45 a piece and that one is just to the right of the fuel pedal assembly, if I remember correctly.
