Can you check the throttle position with an OBDII scan tool, or is it something that you have to plug into the recepticle by the pedal assembly? I'm just curious if i'm getting 100%..

them tech II scanners should show that. not too sure about others.

I have an AutoXray (AutoXray.com) that shows TPS and everything else while running. TPS reads 0-100%. Got the best deal at Ontool.com for the EZ link Pro Pack with PC link for $358 which does US OBD-1 and all OBD-II vehicles.

Autotap has a setting for it. It shows up as 0-100% in the table. I guess it would depend on your scan tool if it showed it or not. I would venture to say all the tools would be required to plug in to the obd port by the pedal.
