which napa filter

picked up filter today for first oil change napa part #7202 made by wix is this the correct oil filter for the 03's and also do I fill the filter with oil before putting it on

Yes. That is the filter that I used for my first oil change, and looks to be comparable to the Baldwins that I bought from John Kennedy.
