EGR Valve

[6.2L Driver]

when should there be suction on the EGR valve. My truck is a 1998 6.5 turbo.

At and over 1500 RPM

so could a bad EGR valve or CDR cause a stumble in the engine at around 1500 rpm on a slow easy acceleration
