programable door locks

Is there a way to change the programable door locks on a zf 6 speed. I do not have steering wheel mounted controls and the method described in the manual does not work on a manual trans.

A dealer can change them with a Tech II. I'm surpized the steps in the manual didn't work, as they did work on my '02 with a ZF.
