Frame cross member question?

I noticed that the cross member of the frame just behind the transmission has some sort of adjustment on each end where it attachs to the trucks frame rails. What is this for? Should it ever require adjustment? Since that cross member is not attached to anything else, what would it adjust?

The reason I ask is that I was considering bolting a pre-filter bracket to that frame member.

Torsion bar adjustment bolts. You should be ok mounting stuff to that crossmember.

DITTO WITH HOOT, the trans crossmember has some L-brackets on it from the frame, they are just there to hold it in place while the main bolts are installed..
