when truck is stopped in gear the steering wheel locks up at about a quarter turn, if left in gear with the ebrake on it turns just fine. hard to believe its the power steering pump if it works while in park. any ideas?

The brakes are hydraulically assisted (instead of vacuum assisted, no vacuum on diesel). The power steering pump supplies the fluid for this action. So, when the truck is in gear, the regular brakes applied, and you are trying to turn the wheel, the power steering pump has two (2) places to supply fluid too (brakes and ps box). Conversely, when the parking brake is applied, the power steering pump is applying fluid only to one place (the power steering box).

The steering should work under both cases, so something is wrong. At least the above will supply answers to part of your mystery. Maybe the PS pump is not generating enough pressure to work both.
