Fender Air Flow Patch Missing

Not sure if my discription is accurate but it is the piece of foil insulation on the fender that is directly in front of the air box air inlet. I had one on my 02 but on the new 03 it is not there. There is no sign of it ever being there. I looked at 2 other 03's and they both had one. Dealer is going to get me a replacement but my question is that, does it have to be installed. Looks like this is a piece the factory forgot........along with my under hood light.
Anyone else have this cover missing? :confused:

I think if you do a search in the forums you will find 2 things. First that it is agreed to remove it if you have it. Second that it was left off from the factory sometime in the 02 model year. They get wet, fall off, and get sucked into the airbox.
