I am replacing my 1993 6.2 non turbo with a rebuilt 6.5.
Can I do this with out a turbo? If so,is there any problems that I should expect?

What do you recomend for the EGR and EPR sys.differences?

Absolutely you can replace your 6.2L with a non-turbo 6.5L. I did exactly that (sort-of) with my 1984 truck (click on ENGINE SWAP (http://www.thedieselpage.com/reviews/avanteng.htm) ).

All you have to watch out for, if you put a new 6.5L injection pump on, is overfueling. You will get lots of black smoke, and if you have an exhaust gas temperature pyrometer, you will also see excessive EGT. Also, the angle on the fuel injectors on the heads may be different, requiring different fuel lines, or judicious bending of your 6.2L fuel injection lines, without kinking them. Also make sure the lines are AT LEAST as well supported as stock, to prevent a fatigue cracking failure of a line.

Other than that, you are good to go.
