You're OK in California pulling a 5th Wheel and boat trailer, as long as you have a Commercial Class A license. No other way to do it without the license in CA. I believe some states allow you to pull without commercial license as long as you are under 26K GVWR. Your overall length is OK. I have been down this path with a friend who has a 5th Wheel and a motorcyle trailer (he needed to get the commercial license, has been towing successfully for several years now).

Allowed in almost(if not all) states west of the Mississippi River except Oregon & Washington. Calif requires special license endorsement for residents but I believe non-residents are exempt as long as you are legal in your home state.
I have been towing triple for 20 years & no problems.

Once I was stopped in CA by the CHP and told to tow them separately until out of state because I didn't have a commercial license. Even though I am legal in my home state (TX). My understanding is that he was wrong, but he wouldn't accept any argument.

I double towed all through WA and had no problems but apparently their law is very poorly defined.

You take your chances.
