i installed a new IP and started up and engine runs fine. hooked up a tech II
and there is two IP Timing setting and one Offset degree. I move the pump and the two top #'s go between 9.2 to 11.6 & the offset goes between
1.58 & 1.67. I calibrated like the manual said,started off with 0.00 timing and
let the temp go up to 195 degree.

i can move pump back and forth 1/4 and doesn't make much differance.

What i'm i doing wrong ?

Do your staight timimg by moving the pump...I think its somewhere around 3.5 degrees...

Then you adust your offset from the Tech II only dont move the pump anymore..

On the electronic pumps, physically moving the pump only centers the window for the stepper motor to control timing. On OBDI trucks, you can do a "Time Set" command to set the desired timing. However, a better way, IMO, is to to TDC Offset Learn. Shoot for whatever offset you want (mine's at -1.94) then take the timing that you get.

If you move the pump and don't do either one of the procedures, you will change nothing...except bias the stepper motor to one side or the other...until you move it so far that the stepper can't physically get what it wants anymore.
