Cruise Control pulsing ?

Well I thought that my IP or FSD was going up. While going down slight grades on I-95 the truck felt like it was missing and it happened only on down grades ? I click the cruise control off, maintained the same speed and no miss or pulsing. Sound rather odd to me, any thoughts ?

My '94 has done that since the day it was new, although no I dont know why it does that.It always does it on a steep decline after the cruise tries to pick up speed again.Others here as well have reported this on there trucks. I always thought it was normal.
