I have decided to replace the IP on my 95 Blazer 6.5 turbo. My ? is should I buy one off the internet or from GM? Also new or
rebuilt? Any comments????

Unless you get a substantial discount, going through GM is probably your most expensive option. The advertisers here on the Diesel Page are a good place to start looking. IMHO, a good rebuild is equal to a new pump.
