Weird Idle

Ok so I have a 93 6.5td with the manual pump. Lately it has been idleing around 900-1000 when it used to idle around 600 or so im guessing. I was told that with 185k miles on it i should change the lift pump. I plan on doin injectors and maybe a pump refresh next spring. But there is no unusual smoke and i am still get ideal fuel mileage. Im not sure if the Local Flying J has switched to ULSD yet (assuming they have) but the last 2 tanks, i have had this idleing problem. I throw a shot of pump and injector lubricant in with every tank. So whats the deal. Also wondering if anyone has any ideas on setting up a High Idle switch on my manual pump?

Oh yeah, there also seems to be a leak from my oil filter that i know is tight. It will leave a good silver dollar sized puddle every morning. I was told there is a peice inside the that tends to wiggle itself loose. I am 18 and want to fix it myself. If someone could give me some advice on how to fix it, that would be great.
