6.5 Detroit Diesel

I just got back from Alberta where my buddy has a '97 6.5. The van was running good until recently. Now when they turn the key, all the dash lights flash and nothing happens. It sounded like I could hear something shorting? inside the dash. The ignition tumbler is also very loose and I suggested he replace that as well. Almost all of the dealers they have called didn't even know that there was a 15 seater passenger diesel van made in 97, and are of no apparent help. I told him to get the codes read, but they are quite a ways out of Edmonton, and the van isn't even running. Has anyone here experienced anything like this?
