95 Chevy 6.5 - no dash lights

We just spent 1100.00 on our 1995 Chevy 6.5 pick up getting repairs and maintenance done - new starter, new brake lines, etc. It was hooked up to their computer and when we picked it up, it had a clean bill on health. Just a couple of days ago, we lost just the dash lights. Everything else still works, headlights, radio, etc. But no matter what amperage fuse we install, it just blows the fuse and "lights out". That wire goes all over the cab to any lights controlled by the inst panel dimmer on the headlight switch - pull the instrument cluster and start there.

The wire goes to the courtesy center, then everywhere incl radio, heater, 4wd indicator, etc.
