A/C fuse blows when A/C is turned on.Blower works fine with A/C off.Could the control head be the problem or a short?

Does the same thing happen when you put the HVAC on defrost? The compressor kicks in during defrosting so if your clutch is shorted the fuse should blow then too.

Fuse blows with a/c compressor disconnected.
