Heated Seats?

99 Suburban Heated seats dont work. Got power to switch 14.5 v when running. Have 7.5 and 5.5 out of the switch. Both sides are inop. whats chances of elements in seats burned out? have connected belts. Very little knowledge of how they are set up. any help will be welcome
