high idle for 04 lb7

I have installed a 12v power supply and switch to pin C1-71. When I turn the high idle swith on it works fine at a preset 950 rpm. The problem is, the idle starts to surge after about 1 minute on high idle. Any ideas as to why it does this or how to correct this? Thanks for any replys.

Tap the set button on the cruise control once.

My guess is that someone tried to customize the RPM settings with the Tech 2. This results in a lopey standby setting, but the set and resume speeds should work fine.
