low boost-suggestions?

1994 6.5HD 2500 140k. exhaust upgrades, gauges installed.

My boost has dropped to 1-2 from the norm of 7 with spikes at 10? Should I go through the vac system/selenoid/hoses game or should I just go directly to the Turbo Master. Will it's installation set off codes or do I just install it and call it good?

First off the turbo master is one of the best upgrades I have purchased to help with towing.
Even with the TM, normal driving boost is 1-3 psi and pulling a load up hill I have it set at about 12psi. I havent seen black smoke out the tail pipe scine installing the TM.
