What's Happening with Diesel Prices?

The current price spread between gasoline and diesel fuel is due to a variety of factors - global and domestic, economic and political. The Energy Information Administration is projecting that the price differential between the two fuels will narrow.

What does this mean for consumers driving diesel cars? The next generation of clean diesel cars still offers consumers the best overall value.

Congress Approves Additional Retrofit Funding

On June 10 the House of Representatives passed legislation allowing the EPA to continue funding diesel retrofits as part of agreed settlements for environmental violations. The bill, S. 2146, addresses concern that diesel retrofit projects could no longer be included in these court settlements due to congressional appropriations of $49.2 million for the Diesel Emissions Reduction Act (DERA (http://www.dieselforum.org/lists/lt.php?id=eUUMU1pTUQ9IXQ5ECAJYVwI%3D)) in FY2008. Congressional supporters led by Reps. Matsui and Shimkus have asked appropriators to provide $70 million for the program in FY2009.

The Senate passed S. 2146 earlier this year and so now the bill will proceed to the President's desk for his signature.

Diesel Legislation Introduced in Senate and House of Representatives
On May 22, Senator Collins (R-ME) introduced S. 3059, the Commercial Truck Fuel Savings Demonstration Act of 2008. This legislation would create a 2-year pilot program that would permit trucks carrying up to 100,000 pounds to travel on the federal interstate system whenever diesel prices are at or above $3.50 a gallon.

Senator Snowe (R-ME) co-sponsored S. 3059 along with Senator Collins. This action followed Senator Snowe's introduction of The Diesel Tax Parity Act of 2008 on April 21. The bill, S. 2896, calls for a reduction in the federal tax on diesel fuel to 18.3 cents per gallon until December 31, 2008.
On May 21, Congresswoman Mary Bono Mack (R-CA) introduced the Diesel Tax Fairness Act, H.R. 6106. Similar to Senator Snowe's legislation, H.R. 6106 would reduce the federal tax on diesel fuel by 6 cents to 18.3 cents, making it the same rate as currently imposed on gasoline. According to Congresswoman Bono Mack, she introduced the legislation to lower the price of diesel for consumers and incentive the use of clean diesel technology.
