I have a 2001 3500hd with the 6.5l its having the usual issues of stalling and hard starting. but to make things worse I cannot pull any codes from the ecm the dealer tried but had no luck so I got the truck back and found that I do not have any power at the obd connector any ideas on where to find a schematic for the harness. so I atleast have a starting point.

Electrical diagrams can be found HERE (http://www.alldatadiy.com). Requires a subscription, but well worth it, for more than just diagrams.

I suggest checking all the fuses, first (under the hood and in the dash). Most scanners, including the Tech II, can be externally powered with 12V. If it still isn't able to communicate with the PCM, then you may have damaged wiring/connectors somewhere, or a failing PCM.
