It is a bypass around the turbine wheel, held closed by a calibrated spring in your '93 truck.

When exhaust pressure on the 'gate overcomes spring pressure holding it closed, it swings open, venting enough exhaust flow to slow the turbine down.

The turbine drives the compressor which makes Boost, so Boost also drops when that happens.

The spring is set to maintain about 7psi Boost.

I have a used Turbomaster wastegate spring adjustment gismo that allows you to set whatever boost you want. It replaces the stock spring in a can. I could set boost at 15+ lbs if I wanted to. Boost would also not fall off at higher RPMS like it tends to stock. My turbo has no wastegate so I dont need it any more...make me an offer!

pressure in the exhaust system should never have an effect on how the wastegate opens. On external gates they are controlled by intake manifold pressure.

grape is correct for upgrades and custom installations.

Working within GM oem configurations, however, exhaust pressure on the wastegate flapper valve is the designed method, and has reliably functioned for millions of miles.

A most happy circumstance for the bean-counters at GM, to whom 'More Power' means 'moving up the ladder'.
