My son has a '98 6.5 that is giving low power and lots of black smoke when under load. Troubleshooting leads him to believe it is associated with no/low vacuum and he believes his vacuum pump is bad. He hasn't measured the vacuum at the pump with a meter (doesn't have one?). However, he says that he unhooked the line at the pump and can feel virtually no suction at the pump using his finger. If the pump were working properly, could he/should he be able to feel a suction at the pump with his finger when the vehicle is idling?

The pump should be pulling 20"+ HG, and you should have no doubt, even with only a finger. If it isn't pulling vacuum, the pump isn't pumping.

Thanks for the response. Appears his vacuum pump is bad.
