......Because it isn't cut 'n dry. The published capacities are, most often, for a minimally equipped base model, with an empty fuel tank and no passengers or luggage/cargo (clean truck without 20 years of dust/dirt accumulation, etc.). Weigh it, subtract that from the GVWR, and that's your capacity. If you plan on towing at the same time, add the tongue weight to the load.
