The tag usually means the engine was rebuilt, or one that was in the container before this one.

That tag states some specifics of the internals of a rebuild of an engine, rebuild by military machine shop.

These are like rolling the dice, some are good, some are pulled because they're damaged. I'd treat them ALL like rebuildable cores, maybe get lucky, maybe have some parts to rebuild.
