It is time for new tires and I am wondering if 31x10.5x15 are to tall for this 2wd suburban. It it has a 3.08 ratio rearend and a 700R transmisssion. Does the 6.2 have enough power for me to use these tires? They would look better then stock.

That tire size was an OEM option for most 1/2 ton 4x4's, even with 3.08 original gears (reg. cab, SB 1500 PU). The Sub may be a bit heavy. The 700R4 transmission is an advantage with those tall gears, as 1st gear is very deep. You may find though, OD may only be practical at 60 MPH+. 3.08 is pretty tall with fat 31's w/o a turbo.

I have tried 31x10.5 with a setup like yours and yes, it's too tall of a tire. For good driveability and fuel economy, stick with either 235/75/15 or 30x9.50x15.
