surges when passing or up hill accelerating...

replaced fsd (much needed), since I get a surging when accelerating or under load up hill with a puff of black smoke with each surge or skip. Replaced about everything prior to fsd including, fuel dump gate module, oil sender, the `ol fuel filter, drained and cleaned the tank, replaced all fuel lines, temp senders, grounds and fuel cut off silenoid. ???? I work at Advance Auto so I ran test and it comes back: super turbo boost A and fuel cutout silenoid mal functioning when check engine light is on, but it goes back off on its on...go figure?

Wastegate solenoid or vacuum pump.

already checked vaccuum pump and replaced silenoid....did nothing for it

That sounds a lot like a fuel lift supply issue. I'd take a look at the lift pump output, and make sure there's no possibility of air entering through the fuel supply hoses working back from pump to filter etc.
