troublesome diesel

have a 1995 chevy suburban k2500 with a 6.5 diesel in it. pouring out black smoke ,over revving into red line upon starting up and some times while driving down the road, lack of power, and got code 99 on scanner. please help, i got a big family and really need to fix this asap.thanks.

I dont have reference with me for code 99, but r u certain it is black smoke and not with a blueish tint, indicating burning oil out of crankcase? Could be pulling from turbo or around rings or valveguides. Did it happen all of the sudden? Sorry not much help but need a little more to go on. Others are way smarter than me so theyll chime in soon.
