96 lift pump problem

Have done a search and read a lot of helpful threads....but....I am still having a slight problem....

....powered the jumper cable in the harness behind fuse box and pump runs.....put truck in drive and turn the key and pump does NOT run....I do have a new fuel pump relay switch in which did not solve the problem...all fuses are ok.....any ideas? Pump does not run during glow plug cycle either, should it run during GP cycle regardless of the pressure????

well guys i don't know exactly how this worked but it did. I pulled the ecm fuse for a couple minutes and put it back in, popped in the fuel relay switch again and fuel pump works normally now....I'm confused but happy....I just hope I didn't replace the lift pump for nothing.
