cant get E brake top hat off

I have a 2005 2500 dmax with an e-brake that does not hold. I am trying to get the top hat off and it will not budge. I have removed the 3 assembly clips, soaked it all in liquid wrench but it is rusted tight.
Any suggestions on how to get this off?

Does it feel loose or like it's welded together?. The e-brakes have an adjuster you can use to allow the disk/drum to come off if there is a ridge catching the e-brake pads. If it's rust. you need to hit it with a hammer to break the rust (be care full not to damage anything).
