Just replaced the parking brake hardware in the rear of a '01 HD2500 (rotors and calipers are new). Shoes, bell crank and cables to each side are new. After releasing the pedal in the cab, my brakes are still partially engaged. If I pull on the front cable (which comes from the actuator inside), I release sufficient tension to allow the parking brakes to fully disengage. Need help- what is preventing the full release of the cable?

Do I need to remove the pedal assembly and lube it? Is there an adjustment for this? The parking brakes haven't been used for the last couple of years- wondering if something is binding. Thanks.
