Are you sure the vacuum pump is working properly?
None of those parts can do anything without vacuum.

This is what you should try; put a plastic tee on the EGR line at the egr, run some tubing off the Tee and into the cab. Connect it to a vac gauge. Any time your just cruising along on level road, you should see about 20" of vac on the gauge. there is allmost allways some vac in the line except while accelerating or in park. If you don't have this much Vac, It is possible you have a bad vac pump. When you took off the EGR, Were the 2 EGR ports in the manifold clear? Many times the foward port will be cloged shut with slug and the rear one partly cloged, which will result in a "insuficiant exhaust flow" EGR code. If you tee into your vac pump hose, you should see at least 20" of vac there. Good Luck
