I added a heath boost controller and need to know if the 1 3/4 measurement is from the end of the spring or out the spring retainers .

mine said leght of spring. The best way to set them is by your boost gauge. I set mine by length and had 2 inches more boost when I installed gauge week later.

If you don't have WMI or IC you will want to set the spring not to exceed anout 7 psi sustained and about 10 psi peak boost, high IAT will result above those levels PCM will chip fuel/boost to control them, plus Bill's TM does not fool the output level of the boost sent to PCM; if it sees more than 20kPa delta in expected boost level for a given rpm may set a code.
