89' Suburban high beam head lights/trustworthy mechanic

When I put my head lights on high beam only the high beam lights come on, not the low beams. Is this normal? My mechanic that tis was OK. If not would anyone know what is wrong?

Also my motor is using a quart of oil roughly every 350 to 400 miles. (It has been for a few years)I am getting concerned that it will not start this winter. Does any one know of a good mechanic in the Twin City area of Minnesota who works on the 6.2?

the light thing is normal. you can buy a kit that will allow both the high and low beams to be on when high beam is selected. John
