do you need a fuel heater?

My buddie bought a 84 S15 with a 2.2 Isuzu diesel, we noticed that the fuel heater (in the filter) is not wired up and the wires are cut, so I was wondering if its nessary to have a heater, or will it gell up in our cold winters here?

I ran all last winter with a 2-micron Racor filter and no heater, didn't have any problems with fuel gelling in temps that dropped down to -30F or so.
