Probably the throttle position sensor on the side of the injection pump. If you decide to replace this take a special note to exactly the postion that it was held onto the injection pump. I had a 91 burb that would unlock the TC doing down the highway for no reason, no extra throttle or anything. Turned out to be the TPS after a tranny rebuild.

Had this problem on my 91 pickup, replaced the TPS but still the same problem. Havn't fixed it yet. Installed my new 700R4 yesterday, going out today..... I just put a switch on the shifter to lock the lockup

If you don't have a minumum pedal (10%) then converter will unlock via TPS. Set the switch with the specified guide block. Else your rolling resistance is too low and you can set it lower, but that rare. The 700r brake switch will also unlock the converter, and misadjustment or malfunction will cause your symtoms as well.
