Glow Plug Problems

I just replaced all of the Glow Plugs on my 96' diesel Suburban, but the code didn't go away. I tested the Glow plug Circuit relay and the voltage was 12 and then I turned the key on and it dropped to 10.6, does this mean the Relay is bad? Or is there more to my problem then this. Any Help would be greatly Appreciated.

I'd guess that when you test your voltage to the solenoid - you have the full juice of your batteries (12 v) and when you actually add the load of the plugs heating by turning the key - the voltage drops because of the load. It takes a lot of juice to heat the plugs. Just a guess - but that sounds like normal ops.
