At 60 MPH, RPM's at 1950. While going 60, if I tap my brake while holding my foot on the gas, the RPM's don't change. Gas milage is around 13. What do I need to do

Starting with the 96 model year GM changed the computer program, the torque convertor does not unlock when applying the brakes.

To know if you're converter is locked: Accelerate lightly through 55 mph. At about 50 mph you will feel a "shift" and see the RPM's drop. This is not a "shift", though - it is the converter locking up.
If you are already going about 60 MPH, depress the throttle slightly (light acceleration) and take note of your RPM's. The RPM's should not "jump" up - the RPM's should go up relative to your speed. If you push the throttle enough, the converter will unlock and the RPM's will jump a few hundred RPM. Push the throttle a little more and you'll get a downshift.
