fuel tank pick-up

I am replacing the filter ("strainer" P/N 25055272) on the in-tank fuel level sending unit/pick-up assembly. What is the orientation of the round inlet area in this bag-like filter? i.e. is it mounted on the pick-up tube facing up or down with respect to the bottom of the tank?
