The pulley is dampened, but it's not a "harmonic balancer". It aides isolation of the harsh Diesel combustion pulses to the accessories. It should replaced at least as often as the balancer, typically more often. If the rubber is cracked, hard, or missing, it should be replaced, in any case. Once they fail, in any way, it isn't long before it starts to sound like a bad rod-knock, or worse, and can cause damage to the belt-driven accessories.
Replace the pulley! I didn't on mine, and the hammering eventually damaged the tensioner. I got the Fluidampr so I don't have to mess with the damper anymore.
