The ground on the back of the motor is in good shape..and voltage leaving the fuse box to the transmission is good. I’ll test the batteries as soon as I can.

Be a good idea to spray the connections with electrical connector cleaner and reinstalling.
Even some dielectric grease is not a bad idea.

Salt / moisture laden air gets into everything.....Even electrical connectors such as "Weather pack" and "Metripack" connectors.
Use of the spray contact cleaner is a good thing....And as mentioned DIELECTRIC GREASE
Keeping electrical connections working in the salt belt can be a challenge.....
Best thing....We now know the source of the issues at this time....
Treat anything that has been touched recently.....I would advise against messing with anything else that is working correctly......IF IT AIN'T BROKE DON'T FIX IT....

The TCM, other than throttle position (TPS), also needs a few other signals to allow the 4L80-E to operate normally....
1- Engine speed (ESS).
2- Vehicle speed (VSS).
The 4L80-E conversion I incorporated in our 1989 6.5TD Power Project truck also needed a couple of speed sensors mounted to the transmission directly (trans input speed and clutch pack output speed, iirc). Don't remember exactly what was being measured here... other than a means to sense slippage. I think there's also a transmission temperature sensor.
