Are your batteries up to full charge?
Computer has to see 100 rpm cranking before it will give any fuel.

    Howdy
My next suspicion would be the used starter. As stated, it needs to get up to RPM before the computer will start it.
Was the initial problem a broken starter?

Test the batteries as well.If you have a bad battery it will drag your good battery in the gutter, just like an alcoholic.
Then double check your starter as mentioned.
