    Default LBZ parts cannon?

my classic lbz is not going over 2500 rpms max...new fuel filter twice with delco filters...did the bottle test...shows 6k psi rail pressure idle...25k up to the 2500rpm cut out....CEL isn't on...BUT....I did notice my fuel primer takes about 7-8 pumps before it gets hard every time I let it sit for more than 10 mins..(starts on the first crank never a start issue and how could it reach 25k psi with a bad filter head?) .I have a new filter head and filter to try today but wouldn't think that would make a engine do what this is doing....ill post a video what she does. It doesn't seem like normal limp mode...has full power till 2500rpm then it bounces off some type or rev limiter and rpms bounce from 2500 to zero all over till I let off.

Happens while sitting in driveway in park and happens driving down the road in drive....goes 75mph no problem just wont go over 2350 rpms really just bounces to 2500 when it goes crazy. Swapped a new filter head and filter water sensor ect and still same thing.
