    Default charging/alternator

I have never had so much issue with my charging system. i have a 87 triple e regency with a 6.2. super happy with the economy i get out of it. what i am having issue with is the charging system. at the alternator at idle i am getting 13.22 volts but this particular model is not self igniting, it has a relay that is connected to the ignition switch. my voltage gauge reads which is the old style with 8 and 14 volt numeral and a center tick for 12. i have installed a new bosch alternator, and when i first installed it you would see the volts up around 14, pretty quickly after that they dropped down to consistently being around 12. I am stumped, is there a way to override the igniter switch, or if its the regulator what would continuously be killing the regulator.
