    Diesel Fuel Prices Continue Decline; Lowest in 3+ Years

    Diesel prices continued to slide downward, dropping for the thirteenth consecutive week nationwide. Prices fell in regions of the country, with the national average price dipping 3.9 cents to 232.7 cents per gallon, 101.8 cents below the price a year ago and the lowest since June 20, 2005.

    Northeast States Agree to Low Carbon Fuel Standard

    Members of the Regional Greenhouse Gas Initiative (RGGI) have agreed to develop a regional “Low Carbon Fuel Standard” to reduce the carbon concentration in fuels used in vehicles and buildings and ultimately reduce greenhouse gases. They hope that the new standard will push companies to develop cleaner fuels and related technology in order to comply with the standard. The low carbon fuel standard, which requires a reduction in average greenhouse gas emissions per unit of energy, applies to vehicle fuel for transportation, but could also be applied to the fuel used for indoor heating, industrial processes, and electricity generation.

    FY2009 Diesel Emissions Reductions Funding Opportunities and Webcast


    Under the Energy Policy Act of 2005, the Diesel Emissions Reduction Act authorized $200 million per year for five years for implementation of diesel emissions reduction projects.
    The EPA Clean Diesel Program anticipates approximately $50 million in fiscal year 2009 funding under this authorization.
    The West Coast Collaborative is conducting a webcast on January 29, 2009, from 1-3 pm Pacific Time, to highlight various funding opportunities that will be available in the coming months under this program, with special emphasis on the West Coast Collaborative’s upcoming Request for Proposals.

    President Obama Takes First GHG Actions


    On January 26 President Obama sent a memo asking EPA to “assess” the Bush administration’s decision to deny California’s request for a Clean Air Act waiver to implement GHG emissions standards for vehicles. He also sent a memo to the National Highway Traffic Safety Administration (NHTSA) asking it to issue its final rule on increasing the CAFE standards as required by the 2007 Energy Independence & Security Act.     Recovery Bill to Provide Diesel Retrofit Funds

    The economic stimulus package moving through Congress currently includes $300 million for the Diesel Emissions Reduction Act (DERA). A coalition of more than 300 industry, environment and governmental organizations sent a letter to House and Senate Appropriators on January 16 requesting that this funding be increased to $1.5 billion. A copy of the House and Senate letters is available here.

    Ohio Diesel Emission Reduction Grant Program - $11.2M
    The Ohio Department of Development (ODOD), in partnership with the Ohio Department of Transportation (ODOT), and the Ohio Environmental Protection Agency (OEPA), proudly announces the second round of the Diesel Emissions Reduction Grant (DERG) Program. The total funding available for this competitive funding opportunity through June, 30, 2009, is the remainder from the first round of funded projects plus the amount appropriated for the second round – for a projected total of $11.2 million in federal CMAQ funds. Up to $5 million will be set aside for public transit projects in Round Two.

    Diesel Retrofits Funded in Economic Stimulus Bills - Clean Diesel Technology Brings Economic and Environmental Benefits

    As Congress crafts the final text of its economic stimulus package, diesel vehicle and equipment owners are anticipating the benefits of upgraded equipment and cleaner air thanks to the inclusion of $300 million in funding for the Diesel Emissions Reduction Act (DERA) in both the House and Senate versions of the bill.

    Cars and SUVs Eligible for Federal Tax Credits


    Consumers that invested in new clean diesel technology last year are now realizing significant federal tax benefits from their diesel purchase decision. According to the Internal Revenue Service, the new generation of clean diesel cars are eligible for federal tax credits ranging from $900 to $1800. The five clean diesel cars join seven 2009 hybrid models as eligible for the Alternative Motor Vehicle tax credit.

    Refiners Gearing Up for Switch to Ultra-Low Sulfur Diesel Fuel for Off-Road Sector


    A recent U.S. EPA pre-compliance report evaluated refiner plans for producing ULSD for off-road use; a transition set to take place for by June 2010 for most non-road equipment and 2014 for locomotives and marine vessels. Of the 121 refiners set to produce diesel fuel in 2010, 82 percent expect to be 100 percent ULSD fuel, while just six refineries produce 100 percent 500 ppm sulfur level fuel. About 16 percent of refineries remain undecided about their plans or will choose to only produce heating oil by the 2014 deadline. Evaluating Energy Information Administration data along with this EPA information, EPA estimates that by 2014, total U.S. diesel demand would be 4.32 million barrels/day and total diesel supply at 4.56 million barrels/day.

    Funding for Emerging Technologies Available Again Under DERA

    EPA has announced that it will offer funding for the use, development and commercialization of emerging technologies that reduce diesel emissions again this year. According to the Diesel Emissions Reduction Act (DERA), emerging technologies are defined as those that are not certified or verified by EPA or the California Air Resources Board (CARB) but for which an approvable application and test plan have been submitted for verification to EPA or CARB.     Diesel Fuel Update: Prices and Pumps

    After a period of unprecedented highs, diesel fuel prices maintained their steady downward trend, with a national average price of $2.045 down 4.2 cents from a week ago and down an amazing $1.77 from a year ago (March 6 data). Diesel fuel prices have been lower every month since October 2008. In California, diesel prices ($2.075) are now 12 cents per gallon lower than regular unleaded ($2.196). Spot prices in NY Harbor are showing gasoline and diesel fuel at parity. Longer term, EIA predicts a gradual rise in both gasoline and diesel prices later in 2009 consistent with economic recovery trends. (For more information visit www.eia.doe.gov)
    At the pumps, EPA’s ongoing surveys of diesel fuel pumps for 4th quarter 2008 (1,100 pumps surveyed) found that sulfur levels in highway diesel fuel are around 7 ppm; about half of the maximum (15 ppm), and 97.5 percent of pumps were properly labeled as dispensing ULSD.     Reducing Emissions in Wisconsin

    On February 26, the Wisconsin Clean Diesel Coalition held its Forward Wisconsin 2.0 workshop in Milwaukee on reducing diesel emissions. More than 100 individuals including fleet managers, equipment owners and environmental organizations attended the event to learn about diesel retrofit and idling reduction technologies and potential funding sources. Vehicles and equipment from John Deere, Navistar and others were on display, providing a backdrop for EPA’s award announcement of $750,000 to Wisconsin Department of Transportation to repower construction equipment used throughout the state. Wisconsin DOT expects this funding to enable the reduction of 112 tons of diesel emissions.

    National Association of Counties Adopts Policy on DERA

    At its legislative meeting earlier this month, the National Association of Counties adopted a resolution supporting full funding of the Diesel Emissions Reduction Act. In addition to the full $1 billion authorized under the program, the resolution expresses the organization’s support for DERA’s reauthorization at $1.6 billion.
    $75 million in FY09 Funds Appropriated for DERA

    Last week President Obama signed the Omnibus Appropriations Act of 2009. Under this act, the Diesel Emissions Reduction Act (DERA) will receive $60 million for the national and state grant program as well as an additional $15 million for California. The EPA will begin the application process for FY09 funds this fall, after funds from the American Recovery and Reinvestment Act have been awarded.
